Symptom

Setup.msi fails to launch when installing EMS 7.13 or later.

Cause

This issue may be caused by Windows security mechanisms that block files originating from external networks such as the Internet.

Workaround

Perform the steps below

Right click on the Setup.msi file below and select “Properties”

Under Security, check the “Unblock” box and click “Apply.”
Re-launch Setup.msi.
